How Foreign Visitors Can Drive in South Korea

How Foreign Visitors Can Drive in South Korea

Foreign visitors do not always need to obtain a Korean driver’s license to drive in South Korea. The best option depends on the purpose and length of the stay.

For a short-term trip, the easiest method is usually to use an International Driving Permit, commonly called an IDP. Those who plan to live in Korea for an extended period may consider exchanging their foreign license for a Korean license or obtaining a Korean license through the regular testing process.

1. Driving with an International Driving Permit

For tourists and short-term visitors, an International Driving Permit is generally the simplest option.

To drive legally in South Korea, visitors should carry all three of the following original documents:

  1. A valid U.S. driver’s license

  2. A valid International Driving Permit

  3. A valid passport

An IDP is not an independent driver’s license. It is a multilingual document that translates and verifies the information on the driver’s original license.

Therefore, an IDP is not valid by itself. The driver must carry the original U.S. driver’s license at the same time.

A photograph, scanned copy, PDF file, or digital image of the IDP may not be accepted. Travelers should carry the physical IDP booklet.

Important documents for renting and driving a car

Drivers should prepare:

  • Original International Driving Permit

  • Original U.S. driver’s license

  • Passport

  • Credit card in the driver’s name

  • Rental-car agreement

  • Vehicle insurance documents

Rental companies may also have their own age and driving-experience requirements. Many companies require drivers to be at least 21 years old, and some may charge additional fees or impose restrictions on younger drivers.

Requirements may vary depending on the rental company and vehicle type, so travelers should confirm the rules before making a reservation.

2. How Long Can an IDP Be Used in Korea?

An International Driving Permit issued in the United States is normally valid for up to one year from the date of issuance.

In South Korea, a foreign visitor may generally drive with a valid IDP for up to one year from the date of entry into Korea. However, the driver must stop driving if either the IDP or the original foreign license expires earlier.

In practical terms, the right to drive ends on whichever of the following dates comes first:

  • The expiration date of the IDP

  • The expiration date of the U.S. driver’s license

  • One year after entering South Korea

For this reason, travelers should check the expiration date of their U.S. license before applying for an IDP.

3. How to Obtain an IDP in the United States

Travelers should obtain the IDP before leaving the United States.

For residents of California, one of the most convenient options is to apply through AAA.

Applying at a AAA office

Applicants generally need:

  • A valid U.S. driver’s license

  • A completed IDP application

  • Two passport-style photographs

  • The applicable issuance fee

Some AAA offices may offer passport-photo services for an additional charge.

Because services may vary by location, applicants should confirm that the selected AAA office issues International Driving Permits before visiting.

Applying by mail or online

Depending on the available AAA service, applicants may be able to submit:

  • A copy or digital image of the front and back of the driver’s license

  • A passport-style photograph

  • A completed and signed application

  • The issuance and delivery fees

The applicant must receive the physical IDP before traveling. A digital document or email confirmation does not normally replace the original booklet.

Travelers should apply early enough to allow for processing and delivery.

Avoid unofficial international licenses

Travelers should be careful with websites selling an “international driver’s license,” plastic international license card, or instant digital permit.

An official IDP is based on an existing valid driver’s license. It does not give driving privileges to someone who does not already have a valid license.

4. Exchanging a U.S. License for a Korean Driver’s License

People who will live, work, conduct business, study, or stay in Korea for an extended period may consider exchanging their valid U.S. driver’s license for a Korean license.

This option is generally more suitable for:

  • Long-term residents

  • Foreign employees

  • International students

  • Overseas Koreans

  • Korean citizens returning from abroad

  • People who expect to drive regularly in Korea

Short-term tourists may not be eligible because the exchange process normally requires an acceptable Korean identification or residency document.

Commonly required documents

The applicant may be asked to provide:

  • Original valid U.S. driver’s license

  • Passport

  • Korean Alien Registration Card

  • Overseas Korean Residence Card or Korean resident identification

  • Recent passport-style photographs

  • Certificate confirming the validity of the foreign license

  • Apostille or embassy certification, when required

  • Certificate of entry and exit records

  • Application fee

  • Medical or vision examination fee

Additional documents may be required when the applicant’s nationality and the country that issued the license are different.

For example, the applicant may be asked to prove that they lived in the license-issuing country for a required period.

Written-test requirements

Whether a written test is required may depend on:

  • The country or U.S. state that issued the license

  • Reciprocity rules

  • The type and validity of the foreign license

  • Current Korean licensing regulations

Some foreign license holders may receive a written-test exemption, while others may need to pass a Korean written examination.

Because the treatment of individual U.S. state licenses can change, applicants should verify the current requirements directly with the Korean Road Traffic Authority or the driver’s license examination center they plan to visit.

Important point

When a foreign license is exchanged, the Korean licensing authority may temporarily retain the original foreign license. The procedure for recovering it may depend on departure records or other conditions.

Applicants should ask the examination center how their original license will be handled.

5. Obtaining a Korean License Through Testing

A person may need to obtain a Korean license through the regular examination process when:

  • The person does not have a valid foreign license

  • The foreign license has expired

  • The license is only a learner’s permit or temporary permit

  • The foreign license cannot be verified

  • The applicant does not qualify for an exchange

The general process is:

  1. Traffic-safety education

  2. Medical and vision examination

  3. Written knowledge test

  4. Closed-course driving-skills test

  5. Learner’s permit

  6. On-road driving test

  7. Issuance of the Korean driver’s license

Depending on the examination center, the written test may be available in Korean and several foreign languages, including English.

This method requires more time and preparation, so it is generally better suited to long-term residents rather than short-term tourists.

6. Which Option Is Best?

Short vacation or business trip

Use:

  • Valid U.S. driver’s license

  • International Driving Permit

  • Passport

This is normally the easiest option for tourists renting a car in Seoul, Jeju Island, Busan, or other parts of Korea.

Long-term stay in Korea

Consider exchanging the U.S. license for a Korean license after obtaining the required Korean residence or identification documents.

No valid U.S. license

The person will normally need to complete the Korean driver’s license testing process.

Staying longer than one year

An IDP should not be viewed as a permanent substitute for a Korean driver’s license. Long-term residents should obtain or exchange for a Korean license.

7. Recommended Preparation Before Traveling

A traveler who plans to drive in South Korea should:

  1. Check the expiration date of the U.S. driver’s license.

  2. Apply for an IDP before leaving the United States.

  3. Carry the original license, original IDP, and passport.

  4. Reserve a rental car in advance.

  5. Review the rental company’s age and driving-experience requirements.

  6. Purchase sufficient vehicle insurance.

  7. Become familiar with Korean traffic signs, speed cameras, toll roads, parking rules, and navigation systems.

Many rental cars in Korea include navigation systems, but travelers may also use mobile navigation applications. The traveler should confirm whether a Korean phone number, internet connection, or compatible payment method is required.

Final Recommendation

For most American tourists, obtaining a Korean driver’s license is unnecessary.

The most practical method is:

Obtain an International Driving Permit in the United States before departure, and carry it together with the original U.S. driver’s license and passport.

For long-term residence, employment, study, or frequent driving, exchanging the U.S. license for a Korean license may be the safer and more convenient option.

Evite licencias internacionales no oficiales

  • Licencia estadounidense original y vigente

  • Pasaporte
