South Korea’s Premier Defense Systems Series ⑦

KF-21 Boramae

South Korea’s Next-Generation Multi-Role Fighter

The KF-21 Boramae is a twin-engine, supersonic, 4.5-generation multi-role fighter developed to become a central combat aircraft of the Republic of Korea Air Force.

The program was launched to replace aging F-4 and F-5 fighters while establishing South Korea’s independent capability to design, test, manufacture, maintain, and upgrade an advanced combat aircraft.

As of July 2026, the KF-21 has completed its principal development and flight-test program, received final combat-suitability approval and initial type certification, and entered mass production. The first production aircraft was rolled out in April 2026 and is scheduled for delivery to the Republic of Korea Air Force in late 2026 following ground and flight acceptance testing.

1. What Does “KF-21 Boramae” Mean?

KF stands for Korean Fighter.

The number 21 symbolizes a combat aircraft intended to lead South Korean airpower in the 21st century.

Boramae is a Korean term traditionally associated with a young falcon trained for hunting. The name represents speed, sharp vision, agility, and combat strength.

The aircraft can therefore be introduced as:

KF-21 Boramae — South Korea’s Falcon for the Future Battlefield.

2. Why Did South Korea Develop the KF-21?

The Republic of Korea Air Force operated F-4 Phantom and F-5-series fighters for many decades.

Although these aircraft played an important role in national defense, their increasing age created several problems:

  • Airframe-life and flight-safety concerns
  • Increasing maintenance requirements
  • Difficulty obtaining discontinued components
  • Limitations in radar and electronic-warfare capability
  • Restrictions on integrating modern weapons
  • Dependence on foreign manufacturers for major upgrades

The KF-21 program was created not only to replace old aircraft but also to give South Korea greater control over its future combat-aircraft development.

Through the program, South Korea has built experience in:

  • Fighter-aircraft system design
  • Aerodynamics and structural engineering
  • Digital flight control
  • Mission-computer development
  • AESA radar technology
  • Electronic-warfare integration
  • Guided-weapon integration
  • Flight testing
  • Military airworthiness certification
  • Production and long-term maintenance

KAI states that the program moved South Korea into the group of countries capable of independently developing and mass-producing an advanced supersonic fighter.

3. Development Timeline

The KF-21 system-development program formally began in December 2015.

These figures are published by KAI for the KF-21 platform and may change as production and upgraded variants are introduced.

5. Twin F414 Engines

The KF-21 is powered by two F414-series afterburning turbofan engines.

Each engine belongs to the approximately 22,000-pound thrust class, providing a combined afterburning thrust of roughly 44,000 pounds. GE Aerospace identifies the KF-21’s powerplant as the F414-GE-400K. The engines are supported through cooperation with Hanwha Aerospace and local assembly capability in South Korea.

Advantages of a Twin-Engine Configuration

A twin-engine fighter can provide:

  • Strong acceleration
  • High climb performance
  • Greater payload and fuel capacity
  • Additional safety during long overwater missions
  • Improved survivability if one engine experiences a problem
  • More growth potential for future systems and weapons

The disadvantages include increased fuel consumption, maintenance requirements, cost, weight, and mechanical complexity compared with a smaller single-engine fighter.

The KF-21 uses two engines because it is intended to carry out more demanding air-superiority and multi-role missions than the smaller, single-engine FA-50.

6. Mach 1.8 Supersonic Performance

The KF-21 has a publicly stated maximum speed of approximately Mach 1.8.

Supersonic speed supports missions such as:

  • Rapid-response interception
  • Air-defense patrol
  • Engagement of hostile aircraft
  • Repositioning across a large operational area
  • Building energy before missile launch
  • Rapid withdrawal from a threat area

Maximum speed is not the aircraft’s normal cruising speed. External fuel tanks, missiles, bombs, altitude, temperature, and flight configuration all influence operational speed.

7. South Korean-Developed AESA Radar

One of the KF-21’s most important technologies is its domestically developed Active Electronically Scanned Array radar, or AESA radar.

Instead of mechanically rotating a single radar antenna, an AESA system electronically directs its beam through numerous small transmit-and-receive modules.

South Korea’s Defense Acquisition Program Administration has described the KF-21 radar as using approximately 1,000 miniature transmit-and-receive modules.

The radar can support functions such as:

  • Detecting enemy aircraft
  • Tracking multiple targets
  • Measuring target range, direction, altitude, and speed
  • Supporting air-to-air missile engagement
  • Improving situational awareness
  • Detecting ground and maritime targets in expanded mission modes
  • Generating radar imagery
  • Guiding or supporting guided weapons

Hanwha Systems describes the radar as a multifunction fire-control sensor capable of detecting and tracking airborne, ground, and maritime targets while supporting guided-missile control.

8. Integrated Electronic-Warfare System

Modern fighters must be able to detect hostile radar signals and respond to incoming threats.

The KF-21 incorporates a domestically integrated electronic-warfare suite. The first production aircraft includes both the South Korean AESA radar and integrated electronic-warfare equipment.

Representative electronic-warfare functions may include:

  • Detecting hostile radar emissions
  • Identifying the direction of a threat
  • Warning the pilot of radar tracking
  • Supporting electronic countermeasures
  • Managing chaff and flare deployment
  • Presenting threat information
  • Sharing information with other aircraft and command networks

Electronic-warfare equipment does not make a fighter invulnerable.

Survivability also depends on:

  • Low-observable shaping
  • Flight tactics
  • Airborne early-warning aircraft
  • Data links
  • Escort support
  • Suppression of enemy air defenses
  • Pilot training
  • Mission planning

9. Reduced Radar Signature

The KF-21 was designed with features intended to reduce radar reflection compared with many older fourth-generation fighters.

Visible design characteristics include:

  • Canted twin vertical stabilizers
  • Carefully aligned surfaces and edges
  • Blended fuselage and wing structures
  • Reduced external protrusions
  • Shaped engine inlets
  • Semi-recessed mounting for some air-to-air missiles

However, the initial KF-21 does not use a full internal weapons bay comparable to that of the F-35.

It should therefore be described accurately as:

A 4.5-generation fighter with reduced-signature or low-observable design features.

The initial KF-21 should not be presented as a full fifth-generation stealth fighter.

10. Meteor Beyond-Visual-Range Missile

The KF-21’s principal long-range air-to-air weapon is the Meteor beyond-visual-range air-to-air missile, developed by MBDA and its European partners.

Meteor uses an active radar seeker and a ramjet-type propulsion system that continues producing thrust during much of its flight. This helps the missile retain energy during the final phase of an engagement.

The KF-21 program completed missile-separation testing in 2023 and successful Meteor firing trials in 2024. MBDA states that production-related work has progressed to support the initial operational service of Meteor with the Republic of Korea Air Force.

Meteor provides the KF-21 with the ability to engage hostile aircraft beyond visual range.

Its effectiveness depends on:

  • Radar detection
  • Target-quality information
  • Data-link support
  • Aircraft speed and altitude
  • Electronic-warfare conditions
  • Target maneuvering
  • Rules of engagement

11. IRIS-T Short-Range Missile

For short-range air combat, the KF-21 is being equipped with the IRIS-T infrared-guided air-to-air missile.

IRIS-T is designed for highly maneuverable close-range engagements and fighter self-defense.

In May 2024, a KF-21 successfully fired a guided IRIS-T missile against a target drone. According to Diehl Defence, the target was designated using the fighter’s onboard AESA radar, demonstrating an end-to-end air-to-air engagement capability.

IRIS-T complements Meteor by providing a layered air-to-air weapons package:

  • Meteor: Long-range, beyond-visual-range engagement
  • IRIS-T: Short-range, highly maneuverable engagement
  • 20 mm cannon: Very close-range engagement

12. Internal 20 mm Cannon

The KF-21 carries an internal 20 mm cannon.

The cannon can support:

  • Close-range air combat
  • Engagement after missile expenditure
  • Attacks against selected ground targets
  • Training and warning missions
  • Limited close-support operations

Although a cannon offers immediate and relatively economical firepower, using it requires the aircraft to approach much closer to the target than when using a missile.

13. Initial Air-to-Air Focus

The first production configuration, generally identified as KF-21 Block I, focuses on air-to-air combat.

Its representative capabilities include:

  • AESA radar air-to-air modes
  • Meteor beyond-visual-range missiles
  • IRIS-T short-range missiles
  • 20 mm cannon
  • Integrated electronic warfare
  • Aerial refueling
  • Tactical information sharing
  • Supersonic interception
  • Air-defense and air-superiority missions

The May 2026 final combat-suitability decision confirmed that the Block I aircraft’s basic flight performance and air-to-air operational capabilities met the Republic of Korea Air Force’s requirements.

14. Future Air-to-Ground and Maritime Capability

The KF-21 is intended to develop into a full multi-role fighter through later weapon-integration and Block upgrades.

Future capabilities are expected to include:

  • Precision-guided bombs
  • Long-range air-to-ground missiles
  • Anti-ship weapons
  • Ground-moving-target detection
  • Maritime-target detection
  • Attacks against command facilities
  • Suppression of radar and air-defense sites
  • Precision attacks on military infrastructure
  • Support for ground and naval forces

KAI and DAPA have stated that the initial production aircraft begins with full air-to-air capability, while air-to-ground strike capability will be incorporated through future Block upgrades and additional weapon testing.

These future capabilities should not be described as fully operational on every initial KF-21.

15. Aerial Refueling

The KF-21’s flight-test program included aerial-refueling verification.

Aerial refueling can:

  • Increase operational range
  • Extend air-patrol time
  • Support long-distance deployments
  • Provide fuel during unexpected mission changes
  • Allow greater flexibility when carrying heavy weapons
  • Improve endurance during air-defense operations

DAPA included aerial refueling among the conditions verified during the approximately 1,600-flight test program.

16. Single-Seat and Two-Seat Variants

The KF-21 has been developed in both single-seat and two-seat configurations.

Single-Seat Version

The single-seat version is intended primarily for combat missions.

Its advantages include:

  • One pilot
  • Greater internal space efficiency
  • Combat-focused configuration
  • Air-superiority, interception, and future strike missions

Two-Seat Version

The two-seat version can support:

  • Pilot conversion training
  • Instructor-led training
  • Flight testing
  • Complex mission development
  • Future specialized roles

The two-seat version may also provide a foundation for future developments such as electronic warfare, command support, or advanced manned-unmanned teaming, although such roles should be treated as development possibilities rather than current operational capabilities.

17. Combat Suitability and Type Certification

The KF-21 received its final combat-suitability approval in May 2026.

This confirmed that the Block I configuration met required operational standards for basic performance and air-to-air combat missions after approximately 1,600 flights and 13,000 test conditions.

In June 2026, the KF-21 also received its initial type certification.

Type certification verifies that the aircraft’s design meets national military airworthiness and flight-safety standards.

The certification process covered 14 technical fields and 745 inspection items, including:

  • Aircraft structure
  • Weapons integration
  • Electronic systems
  • Flight safety
  • Environmental performance
  • Emergency response
  • Pilot protection

Combat suitability answers the question:

Can the aircraft perform its intended military mission?

Type certification answers a different question:

Does the aircraft design meet the required national flight-safety standards?

Both approvals are important before large-scale operational deployment.

Meteor

14. KF-21 Block I과 후속 개량

KF-21 Block I

  • Meteor

  • Meteor·IRIS-T
